Deputies support exploration and development of unconventional resources

The next 20 years, global energy demand will show sustained growth. Domestic oil demand in 2012 will be close to 500 million tons in 2020 to more than 600 million tons. Accelerate the development of  shale gas   coalbed methane, tight gas and other  Unconventional gas  resources to increase the supply of domestic oil and gas resources, oil and gas industry for the protection and sustainable development of the national economy is very important.

According to statistics, in 2011 China imported 253.7 million tons of crude oil, dependence on foreign oil reached 56.5 percent, China's oil and gas production can not meet the needs of national economic development. The country is very rich in unconventional oil and gas resources, including coalbed methane resources in the world No. 3, oil shale resources the world's No. 4 which, if utilized, prospects are very optimistic. However, due to the difficulty of exploration and development of large, high technical requirements, capital investment and other factors, the current unconventional oil and gas resources has not been well utilized.

In technical terms, for example, our exploration and development of its own technology and mastery of technology maturity, there is a big gap with the developed countries, some key technologies such as resource evaluation, drilling and completion, the transformation of different reservoir hydraulic fracturing  technology still continuing research many technology and equipment still need to rely on foreign companies to support. Meanwhile, the development of unconventional resources also put forward higher requirements for environmental protection.

Suggested that the state should increase its unconventional oil and gas resources exploration and development support: research to develop and as soon as possible exploitation of unconventional oil and gas resources support and subsidy policies, such as resource tax, VAT, income tax and other tax breaks and subsidies, etc.; plus large unconventional oil and gas resources in theoretical research and technology investment, co-ordinating body for China's resource situation of supporting exploration and development technology, to strengthen the technical research, environmental protection investment project funding subsidies, improve the scientific and technological achievements to encourage technological innovation and industrialization of complementary measures; as soon as possible to develop unconventional resources such as shale oil and gas development and utilization of industrial policy and supporting laws and regulations.
